Adding Banner Advertising to layout...

I have been working on this for several hours now and am stumped. I have tried adding the java script that rotates the pictures out everytime the page loads and that has the links to each one to the area that I want it to appear in the. I did the steps it says to do and added the "literal" tags before and after and then hit save. But it does not change anything. So then I just typed some text in there and saved and it still does not change anything on the layout. What am I missing?
