Default Possible to charge for photo uploads?

I'm wondering if there's a setting somewhere that I'm missing that would allow only customers paying a premium to do the photo upload and restrict it from those who don't. How can we add that setting and remove it from the basic listing types?

This is built in. Each listing package that you create has several options which also include what you are charging for that package AND whether you allow photo(s) and if you allow photos how many.

I have different tier packages for the number of photos allowed, for example single photo, 3 photo, 10 photo.
