After receiving the "Hash incorrect. Please delete the file license/key.php and reload this page. If that does not work please contact 68 Classifieds for support" message, I delete the key.php file, and verify via FTP refresh that it is not there. After refreshing the screen with the error message, the same message appears, and the key.php file is re-created.

What will cause this to happen?

That's expected behavior. Eric or Blair need to unlock your license, then the next key file that gets generated will be valid.
