This requires a quite a budget to perform a complete onsite optimization for the search engines. It is an expensive thing to do and not to be taken lightly. You are looking at many hours of work and even more of research . The latter you would need to carry out. Off site optimization requires a campaign of external link building which is performed over time from quality sites in the subject area of your site. There are no quick solutions and no guarantees. Anybody who proposes differently should be avoided. Offsite optimization is a long haul taking many months and constant attention to the competition and changes in the search engine algorithms.
