Hi again,

I was wondering if it is possible to add Spam, Scam, Terms, etc notices in the designer addition?

You mean extra pages? Go to administration --> Settings --> Page Editor

Yes, I thinkj. I want to be able to create a highlighted link (maybe red), say at the bottom of every page, for individuals to click on that would take them to the actual "Avoid Scam" page.

Yes you can do this through the page editor in administration. Then just add the links to the layout.tpl template file.
