Default Renewal shouldn't de-activate an ad

When a user renews an active ad, it gets taken offline if manual approval is turned on.

I understand why this would be considered a "feature", but there ought to be a way that users can renew ads and have them stay active if they have not made any changes. Or perhaps the setting for "When a user modifies their ad should the status change?" (which I have set to NO) should be followed instead of the "manually approve" setting.

Taking an ad offline seems like an odd way to thank someone for renewing their ad.

I think the reasoning behind this is if you wanted to check the ad at creation before activating it you would also want to check the ad at renewal before it gets activated.

I think it might need its own settings for renewal. It does make sense to trust active ads if they have not been modified.
