Hi. Is there a way of having a parallel website running either as a subdomain or on my local PC so that I can customize it leaving the live one intact. Once all customizations are finished I would then want to transfer everything to the live site.

The license allows you to run as many copies as you want on a domain so just install another copy in a sibdirectory of your live domain to use for testing.

Yes and be aware that if you connect to the same database what you do on the subdirecotry or subdomain will affect your main site. Best to make a new database and copy your existing one into place.
