Nope. No two sites are the same so making a one size fits all import is difficult at best.

ok, dont really understand why as a dummy import of a few categories and say 20 products just to populate the frontpage cant be too hard?

I will have to enter them manually, thanks anyway.

why cant you just goto the auto store and pick up any old alternator and toss it in your car? Or grab any set of brakes and put them on your car?

Ads directly tie into orders, ad packages, categories and extra fields. Extra fields themselves are made up of three different database tables.

So, I create a test site, set up my categories, my ad packages and my extra fields, make some dummy ads, dump my database and give you the file. If the owner, order, ad package, category, extra field names, types an values going to be the same on your site? Probably not.

Also to agree with lhotch it would really only be useful in creating a design or something along those lines. To use it as a guide would not be desired since you would then have to basically delete everything and then start over.
