Is there a way for admin to add more than one picture to a listing even if the package has images set to 1?

I don't want users to be able to add more than one image per listing. But I want
to be able to add more than one image for a listing, is this possible?

I believe you can just edit the listing in admin.

yes, just go into listings and add images
