I noticed the ID# determines the weight of each payment provider. Here is my current list of payment providers:
1 Check or Money Order
2 Paypal
10 Credit Card

I would like to change credit card to ID#1 and Check or Money Order to #10, so that when someone makes a listing they see credit card first. Where would I go about doing this? sql file?

I changed the id, cleared the cache on the server, and it didn't change the order

It doesnt let you delete #1 which is E-mail so im not certain how you could do it easily. To alter the order of the rest though, just delete them and readd them in the order you want them to appear.

If you have the developer edition you can edit the kernel/Gateways.php file and alter this function: getActiveGatewayList
