I'm sure this is answered somewhere, but I didn't specifically see it in the features list or in a quick forum search.

Can the ads be set up as moderated, i.e. no ad gets posted without admin approval first?

Yes it does allow this. The setting is in administration -> checkout settings. Just set to manually approve all ads. Also it has a setting where you can make listings that have been modified to automatically go into holding so you can manually approve those changes as well.
