I have designed a couple websites in HTML, but know next to nothing about code. Will I be able to make changes to the templates in HTML? Is there a certain program I will need?

68C uses smarty templates which by and large are just plain html with smarty variables embeded in them to display dynamic content. You can read more about smarty at smarty.net No special software needed to edit the templates, you can use any old text editor if you like.
