Default Simple Payments?

I'm trying to build an extremely small site with some limited features.
1) free classifieds with photos
2) classified ad with 1 pic for business for $5
3) realty ad for $25 with 10 pic
4) featured any listing on front page for a buck
5) 3 column layout template were I could manually ad banner ads, a right column to add weather, newsfeed, adsense ( like phpclassifiedscripts layout)
6) an extremely simple payment method a la PayPal buttons, I will never earn the revenue to cover the cost of a gateway from the site, I just want to cover some of my costs and deliver a free service where people can get a little extra for a little price. Perhaps paid ads must be admin approved (when I see the payment), free ones not.
7) gotta have captcha registration.

Can this be done with the basic version, or do I need the developer and an ubergeek?
I've used the deltascript for years, but never heard anything good about their help for the paid version. Tried phpclassifiedscript, but I've had no luck getting it to even work properly and only 2 responses in 10 days, neither of any actual help.

Please note that I do not work for 68, but I do believe I have the answers for your questions.

- Yes, If you can design it, you can use it for this classifieds.

- You can use the designer edition for what you want, except for the feature any listing for 1 dollar on the front page. That would require the developer edition and a programmer.

You can add a "featured price to an ad so that for an additional price, above and beyond normal ad cost the ad will be featured and thus appear on the default front page.

However, you realistically can only display so many ads.
