I have gone through the demo a few times and I see listing packages can be created where an upcharge can be applied for "bold", "featured" and "highlighted". Is there a way to give the first picture for free and then charge for each additional picture??

No. Thats currently not something built in. You could however create various packages with a different price and allowable number of pictures.
