Newsletter: This module does not have an administration section.

I've activated the Newsletter-module
When I set up an email and click on the 'send' button I get the following message:

This module does not have an administration section.


What can I do?

The config file of this module says:

$data['module']['version'] = "V1.1";
$data['module']['admin_capable'] = "1";
$data['module']['user_capable'] = "0";
