Featured ads table
I am not sure how to ask this, but i would like to ad an texrow between the featured listings and normal listing. I've made the change in photoshop so you can see what i mean. Is this possible in the developerscript?

Yes it is possible although I am not sure how easy.
 Here is some recommendations. First edit the category.php file and add a counter to get the total number of featured listings. Then on the showlistings template file use this to determine when the break should occur.
