How can I prevent people that it�s not register (visitors) to place ads, so only register user are allow to place ads. Thanks Rick

Default behavior is to require registration for ad placement. When you click the link to place an ad it checks to see if you are logged in and if you are not it takes you to the login page. If your site does not do this then my guess is you messed up a template.

Any idea on where to look to fix the problem?

I would start by looking in the template where the place an ad link is located which is layout.tpl.php.
