Coding help needed to change look of "choose an ad package" page. (Will Pay)

Ive been trying to change the look of the page where users choose which ad package they want.

The code is in step2.tpl.php and I am trying to display the packages within a table but having difficulty getting it right.

I am willing to pay for this help, for someone that knows what they are doing I cant imagine it would take very long.

I will be very specific about what I want and will provide a visual representation of how it should look.
