Use html tags in Description of ad

I want to be able to add basic html tags used for the description of the ad. Where and what file to i edit to allow this...

I tried putting this in my functions.php but I got an error....

$allowed_tags = array("<br>", "<a>", "<b>","<p>","</p>","<strong>","</strong>","<em>","</em>","<blockquote>","</blockquote>","<ul>","</ul>","<ol>","</ol>","<li>","</li>")
$str = strip_tags($str, $allowed_tags); 


I was able to add this without errors

PHP Code:

$str = strip_tags($str, "<br>"); 


So now I can atleast have spaces between text... But I want to be able to add other basic html but every time I do I get an error.... What am I doing wrong...

Also I have been wanting to upgrade from V3.1.5b to V3.1.7 but when I login to 68 classifieds I dont have a download link to the upgrade.
