listing packages before category

listing packages before category
Is there any way to show the listing packages option before of "select a category" option in the user login section (checkout)?
Now, the user must select the category and then the package; I would like that the user select the package and then the category. Is it possible? |

Since the listing packages are defined by the categories there isn't a way to select it first.
