Is there a way to adjust the border and margins on the home page, so when you place content in the home page, from the admin/page content, it wont over run the page .it will stay within its margins.automatically?

That should happen automatically however with out seeing I am just guessing at a fix.

When you add content through the administration you could add:
<span style="padding: 5px;">all content here</span>
