I believe you answered your own question in your original post. It is a cache folder. This folder is specifically a cache folder for the smarty template pages. You can clear this in one of two methods. Delete all but the "index.htm" files in the templates_c directory (folder) using an ftp client or you can activate the included "Maintenance" module, click on the admin and have the module do it for you. You are also, right that I don't see this actually documented, although this actually is in the forums in several posts.
