I'm not sure that I'm understanding what you are saying at all here. An Ad listing package is selected to place an ad. It's not tied to a users account. Why would you have to delete a users account, because they selected the wrong ad package??? If your question is simply, "Can a user switch to a different ad package once the listing is placed?", the answer is no for many technical reasons regardless of whether it is the end user OR the admin.
Although he can't change it, you as the administrator can although the actual package doesn't changer per se. Select his ad in the control panel and then modify it (featured, bold etc, ). Then charge him manually by sending him a paypal request. He will have to send you the photos. All this seems a bit silly too. Why not simply give him a discount code to represent what he has already paid and let him delete his ad and enter it again.
The PP credit, request etc. is a bit "silly" I think. As I said initially I was interested mainly in their decision BEFORE they make a payment. I agree that given the current alternatives and without some way for him/her to modify the package on their account directlly the "best" way is to simply delete and start over. You also need to understand packages directly control WHERE an ad can be placed, how long it runs, how many photos, characters etc. With that in mind, its not practicle to change an ad package AFTER an ad has been created. What if the ad package they want to change to doesnt aloow the plaacing of an ad in the category selected? What if it doesnt allow for as many photos or as much text as they have entered? There is a very practicle reason for not allowing ad packages to be changed after ad placement.
