I think a good place to start would be to look at W3C schools. this will help you understand understand basic html and css. In this case you can put a border style into your templates css style sheet within the "body".

Yes...knowledge of css and html a very good start...

...for a quick border on the default theme...just add to your wrapper div something like:

HTML Code:
#wrapper {
	padding: 10px;
	border: 5px solid #CCC;
}
...for a border on the deepsea theme, you would need to add a wrapper div around the whole site...though this theme looks great out of the box.
