Default Changing cursor to hand when hovering over buttons

I noticed that most of the buttons in the smarty templates do not show a hand when you hover over them or change color, can you add a line of code that works with smarty to do that?

Also on the form userjoin.tpl.php How do I change the heading "Modify Registration" to "Registration" for a first time customer logging into your web site wanting to register, this can be confusing if they have never registered before.

I think you would need to add something to the css or maybe javascript for that. Most buttons I have seen do not change the mouse pointer.

look no further than the buttons displayed on this page they all change! can you tell me what code I would need to change for the title on my second question?

These change because they are links and not buttons. Take a look at the bottom where it says "Post Quick Reply" and "Go Advanced" neither of those turn your cursor into a hand.

ah, I see but they do change color when you mouse over them!

I think this depends on the browser you are using. Because for me they do not change.

However you might can try something like this:
