okay so i was up on city vibe checking out my compatition and i saw that they had
scrolling fetured listings i was wondering does anybody know how thats done

Javascript. There are a plethora of available freely downloadable javascripts to achieve this. Google is your friend.

We had a module to do this but discontinued it and it is no longer sold. They turn out to be difficult to support and the customer feedback we have had is that it is often distracting. I personally find it distracting too.
