How Can I Add Another Administrator with Full Rights?

Can someone tell me how to add another Administrator with full rights? I tried adding a user into the Administrator group but it gives them limited power.

When you add a user to the administration group a new box of options opens in the window on the bottom right hand side. You need to check all the boxes to enable full administration.
