How to create a Usergroup

Okay could somebody PLEASE help me here.
I have postponed this for the longest time and its actually quite urgent.

I need to create a Usergroup----I know that its in the Admin Panel under Users/Usergroups/Add New

What I am trying to do (and I am not even sure if the system is able to or not) is have a place for my advertisers to sign up and also have a group for my visitors to sign up that just allows Private Messaging and Ad Viewing Only

So I already have my advertisers signed up under 'Users'

Is it possible to create a NEW group called 'Visitors' that is just for messaging and viewing ads?

Also I will need to allow them to CHOOSE whether they are User/Advertiser or a Visitor

Can someone tell me pretty please how to do this and whether or not i will need an additional signup link...or if I can...heck...i dont know..How can I do this?

If you have the developer edition you can do almost anything you would like if your willing to pay for someone to code it or do it yourself.

To do what you want, you would have to do some coding of your own to set the various user groups.

So it involves a bit of NEW php coding...huh?
Nothing that I can do perhaps by myself?
(I am NOT advanced in PHP...just a bit past familar...I know how to
cut and paste and edit already existing code...but i cannot write it too well.)

Perhaps if anyone is interested or can offer referalls that would be cool....perhaps I need to contact Maffo...or something..LOL
