That is not a built in function of the script.

Bear in mind that the listing packages are hooked to categories. That is why the user must choose the category to post in as the first step during the creation/checkout.

Yes, Mike is correct. If you have different listing packages, people would have the ability to pay $1 and then change the category to $5 dollar category.

Maybe you could write something that would only allow the transfer into categories of equal value only.

I'm in the same situation as the OP since I use categories to define subject material instead of a variation in the cost of an ad. I use Packages to define ads with different costs and thus different features.

By not having a way to allow the user to change the category after an ad has been posted means that correcting any mistakes will fall onto the Administrator and thus increasing the Administrator's workload.
