CHMOD Connections/classifieds.php to 755 issue

Default CHMOD Connections/classifieds.php to 755 issue
Filezilla will not allow me to CHMOD Connections/classifieds.php to 755 as instructed after installation... it won't change from 644... says the owner is "99 99", permission denied.

everything still works fine though, could this cause problems in the future if not switched?
