Editing ad removes formatting

My current version (3.1.10 developer) keeps basic html intact in the long description when an ad is placed (<br>, <p>, etc) but this is all stripped whenever someone goes back to edit the ad. The result is pretty ugly with all text is a single block.

How can I keep the html from getting stripped when a listing is modified? I've looked in usdermodifylisting.tpl but don't see anything to change.
