The template files should not be encrypted for any version. Every now and then it happens by mistake.

Just to be sure the correct file location would be:

templates/default/viewlisting.tpl.php

If that file is encrypted you should try and download the script again and see if any of those template files are encrypted. If they still are, post here and Eric or Blair will help you out.
