According to civ there is cheaper out there, I'd be most interested in linkpoint that was suggested. If there is something else that is Easier + cheaper there is no way I'd use paypal pro. With that said, I guess it might not be a wise idea to develop something people will not use because there is already a cheaper/better solution.
