If I only have 1 country can a user select states?

If for example I only want one country (with all its states)....

Is there a way a user can select this state and then only see adverts from that state?

Yes you can just go to the search page and select the state then all listings from that state will be shown.

Or just link to the searchresults page like this:

I checked that mod and read through the whole description as well as checked the demo:

However I cannot see where a user can select what location ads to see?

There is a search plugin for this mod which allows for exactly what you are asking. However it relies on the location module being installed.
