Are we able to view emails sent via "Contact The Owner" form?

So we can monitor any spam or scam...

Also, how can we prevent and stop spammers from sending spams through the form?

There are a couple of modifications and modules available for this.

To see the emails you would need the developers edition and add a bcc line to the email. For the spam you can see civ's module:

Can we view the emails via a control panel?

I prefer it that way so it's more organised and I can have other admin to monitor, instead of bcc to an email address.

I read that there will be a Private Message feature in ver 4. Will ver 4 allow me to do what I want?

Yes v4 will allow this. Currently we do not have a release date but we are working as hard as possible to get it out.

What features are in place to prevent spammers from abusing the new Private Message system?

It has the ability for your site users to mark a private message as spam which then shows in your administration control panel. Then depending on what you want to do you can ban the member, delete them, etc.
