Default Is there a Language Editor in Designer?

Going through the demo I couldn't see a way of editing the Language Constants. It may be that I'd want different wording. The main eg. is for the State constant. I know I could change the values but what about the word State to County or Region? I read somewhere about editing english.php This must need Developer?

The language strings are stored in a file and you would edit it with a text editor. This file is editable with either edition.

There is a language file. All of the verbage used in the script are represented by constants and they are defined in langiage file. For a new language simply copy one of the exisiting files and change the text to the desired language and save the file with a new language name.

Yes, the language file is the place, I've easily changed "countries" to "county" to suit my needs and left database as is.
