I installed a new hard drive in my desktop and when I use my mouse to scroll down the screen, it is slow to respond. It hesitates. Anyone have any recommendations?

Intall the proper drivers and/or set the scroll wheel sensitivity in the mouse properties panel.

as Larry said it will be drivers, most likly the video driver.
Run windows update and install the optional updates which should have alll the drivers you need in it.

If that doesnt fix it post back there is a few other things to look at.
