Mod req: User Warning

Hi,

Is it possible to create a mod to let visitors know how many warnings the advertiser has got?

green flag : trustable, no warnings ever
yellow flag: has had warning (illegal warings, shipping cost tooo high), but no actual complains
red flag: There has been complains about this user and we dont trust him. (but due our policy that we dont discriminate, we cannot ban him*)

And to let the admin change the flag status just manually.

(*= my site has a fair use policy: we cannot ban someone, excepts when the police agrees)
