Fatal error

The error below is what I get when going through the steps in installing my database. I already read the other thread with the same title, it did not help.

Fatal error: Call to undefined function throw_db_error() in D:\Hosting\6772610\html\includes\classes\database\ mysql.php on line 96

I re-installed, changed my database password and nothing helped.

Your help would be appreciated.
