I have installed this program (not sure if I have the latest and greatest). It's been uploaded and activated. My question is how do I get it so that a user can rate or report an ad?

What version of 68C are you running and whattemplatare you using? To save the trouble of people asking you this over and over I recommend you add those details to your forum signature.
In regards to ad reporting are you referring to thjis one? ClassifiedMods Ad Reporting If so please note that it states it only works with V4.1 of 68C which at present is in BETA.

Once you activate a module it should include a little question mark icon beside it. If you click that instructions will show on what steps if any need to be made to your templates.

Found it. The code as been placed where you said it should be, and it's not showing up. How do we get the link to show up? Maybe we'll just make the module inactive and not use it for now. Not a big deal though. Thank you.
