The rating module can be set to allow rating for listings or sellers. Not buyers. Sorry I was the one that mis-read.

This is a bit tricky. Someone can be a buyer I would assume without registering. If they are registered then the feedback mod should allow them to be rated.
I guessthe mod would work if a site required people to register to see contact details or contact the owner then.
