Formatting of the Description field

Does anyone know what, where or how the formatting of the "Description" field is controlled?

I know that in the admin settings, under "Checkout Settings" you can set the "allowed html tags". I don't think this controls the description field, as I can type text in that field, and hit the enter key to put in line breaks or paragraph breaks, etc., without having to put in those html codes. I can also put in <form> commands, etc without those being in the checkout settings tags.

I want to be able to do this with other <TEXTAREA> fields, but it won't let me type the same way as I do in the Description field.

Is there a css or <Div> instruction I have to place with the <textarea> field to allow it to accept normal typing format, like hitting enter twice for paragraph spacing, etc.
