Not too sure how to 'treat' that answer but whatever the case, this school is now dead-in-the-water and it's time to move on to the next.
This seems like it could be a, "I'm too busy or not really interested in seeing this one through" type of reply.

You might flesh it out by asking what steps need to be taken to get a policy in place, since this would benefit the school's members.

Fair thought, John. However I think rather than 'fight them' to see the opportunity or push them to develop a policy, I think at this stage I need to find those (other schools) who can see the opportunity for what it is - without me needing to ram it down their throat.

Later, we can then come back to this school (if we think it necessary) to again provide the option of taking it up. If it is then a case of 'other schools are taking this up - why not us', then they will do whatever they need to do to take up the opportunity.

But who knows what will happen! This first school was a learning experience and have changed the presentation for other schools.

Wasn't it Walt Disney who approached 365 banks for support of his idea and that it was the 366th bank that did appreciate his idea and provide the funding! Well that is the path we are now on.

At present, I am sure we have the right 'core' idea - it is now a process of 'pleasant persistence'.

You don't have to be aggressive, but it would definitely get you a clarified answer.

Ya, Sam Walton had to buy a bank to keep Walmart afloat.
