I have the requested file uploaded to my root and it can't read or find it.

I am using Godaddy but it should work because I am using the same Linux server as in the example.

Can you try uploading the loaders and that test file to a directory named ioncube. I am not sure if that matters but it might.

Do I need to load it in that directory or does it matter?

You can try that and see if that makes a difference. Also is it possible to contact GoDaddy and see if they will install it in the php.ini? That would be the best method if they will do this.
