Validation email is empty

Validation email is empty
I'm having an issue with the registration email.
After a user registers, a "confirmation email" is generated which works great with the username and password. The email validation email (sent at the same time) is NOT working. It sends an email with <no subject> and a blank body. If however, you attempt to log in (unvalidated) then it indicates that you are registered, but not validated and has a link to resend your validation email. When you click on this, it sends the "validation email" properly. What/Where/How can I fix this? -Frustrated in PA
