Question I Buy new template and I want to modify the direction to RTL

Now

Where do I start

1-I've uploaded modules templates files into the correct directory (modules/ )(/templates)

2-I translated the language file

3-Now I need to switch to the site from LTR to RTL

4-Where do I start

5-What should I do

I've uploaded the files to correct directory

You should make a copy of the language file english.php in modules/templatecodes/languages. Then call it arabic.php or whatever. Then translate the contents.

We have had other customers successfully produce RTL. Perhaps they will explain how they did it.

now im in step 3

I would say you would need to do it in the main template (layout.tpl) which is the only one that has the <HTML> tag in it.
