I'm looking to update the text if there's no featured listings available. Currently the text says "No listings found." Where can I update that? I thought it would be in the english.php file but I couldn't find it.

are you referring to the plugin that displays featured listings? If so look in the documentation at the link above under plugins.

Yeah it's the CSS horizontal listings plugin. I found it once I realized what the name of the module was. It's in a file called function.css_listings_horizontal.php on line 189 and 216 should anyone want to update that text.

Good spot. This text actually needs to be put into the TemplateCodes language file particularly for those using other languages. You never see it unless you have no listings (not the general idea) so it has never been mentioned before.
