Hi all. Adverts placed on my site are going to be free, but then I want to charge a small amount if the user modifies the ad. Is there a setting somewhere to do this. I can't seem to find one. If there isn't can it be done somehow?

Nope, thats not a currently built in feature.

Not sure why you would want to do this. I think it is likely to put people off. Why not focus on giving free ads and then encouraging people to upgrade to bold, highlighted or featured. They will then perceive you are giving something of some value as opposed to tricking them into placing an ad and then having to pay to modify it because they may have made a mistake, etc.
