Categories in search I do not want there.

I have several categories on my sites homepage I use to give more exposure to dog breeds, but they are simply for the extra access and ads cannot be placed in them.

Most all categories are linked to the "Search By Breeds" category. I allow people to place ads in the "Search By Breeds" category where a list of all breeds are and then draw from that with the other categories for the extra exposure.

One of the problems with this is the categories that ads cannot have ads placed in them are showing up in the search option drop box. The problem with this is that if people choose one of those categories that ads cannot be placed in it shows that there are no ads in the category. This is and is not true. It is true ads were not placed there, but it is not true that ads are not there, because you do access ads through those categories via link.

I need one of two things. I either need the search to show all categories as it does, but to also show the ads in them or to not show the categories in the search drop box if it is not going to show ads there.
