I just tested this and it is indeed a bug. Or a missing if statement.

I have installed a demo you can play with here with this fixed:

http://www.68classifieds.com/cvs/v3....usergroups.php
Username: admin
Password: mypass

The actual text displayed:
"I am sorry, but you are banned from viewing this site"
can be changed the language file but would require a purchase before you could edit it.
